The Newsletter Editor is accessed by clicking on the "Newsletter Editor" button on the toolbar. This button will only appear if you have access to the editor - if you can not see it, you do not have access.
Clicking the Newsletter Editor button brings up the newsletter editor page, the body of which contains two lists: the list of newsletters you have access to edit is shown to the left, while the list of sections defined for the newsletter, and the articles set to appear in those sections, is shown to the right.
